Managing Director Promise Venture Partners
  • Founding partner, with Greg Warnock. Promise Venture Partners venture fund brings the efficiencies of the financial capital markets to the social capital market. We offer institutional and individual investors the economic engine of venture capital in the context of social change for children.
Executive Director Disability Law Center, Utah 1996-2006
  • Responsible for the policies, management, operations and fiscal health of the non-profit law firm dedicated to enforcing and strengthening the laws that protect the rights of people with disabilities in the state of Utah.
  • Led the organization through ongoing strategic planning, supervision and evaluation of the Disability Law Center and its activities. Developed practical and visionary strategic plans for the agency’s growth, client interventions, community advocacy, and systems change activities.
  • Directed policy and legislative initiatives to protect and further the legal rights of people with disabilities. Communicated the programs, policies and purpose of the agency to public constituencies, state and federal government bodies and elected officials. Ensured compliance with all federal and state laws.
  • Created an overall favorable image of the Disability Law Center, its services and its role in advancing and protecting the civil rights of people with disabilities in Utah.
  • Generated public and private support for the agency’s mission, values, and programs. Developed and implemented development plans to assure financial stability of agency. Served as lead fundraiser.
  • Provided financial management of the agency’s 1.8 million dollar budget and administer eight federal programs and many private foundation grants. Assure that the agency provides quality and effective services within budget. Anticipate and plan for emerging needs.
  • Facilitated consumer direction of the agency through advisory councils, needs assessments, focus groups, and client satisfaction processes. Nurtured a proactive, supportive and knowledgeable governance Board. Created a disability-friendly, progressive and productive work environment for 25 employees.
Founding Partner “and Justice for all” 1998-2006
  • “and Justice for all” is an innovative independent non-profit which coordinates the delivery of free civil legal assistance in Utah. Responsibilities are shared among the Directors of Utah Legal Services the Legal Aid Society and the Disability Law Center.
  • Fundraising. This attorney-based campaign raises $425,000 annually and has increased giving by members of the Utah State Bar from 5% to 35% over five years.
  • Collaboration. This collaboration created the nation’s only Community Legal Center which collocated Utah’s nonprofit legal service providers. The project involved a $3.5 million capital campaign.
  • Planning. Conduct joint needs assessment and planning activities to create a more integrated statewide delivery system for civil legal services to the poor and people with disabilities.
National Housing Planner AIDS Housing of Washington 1995-1996
  • Served as lead consultant to cities and states seeking to create supportive housing for people living with AIDS through a Programs of National Significance grant from the Department of Housing and Urban Development.
  • Facilitated community-based planning efforts and developed new partnerships between non-profit housing developers, AIDS service organizations, consumers, and local and state government.
  • Conducted AIDS housing needs assessments including development of data collection instruments, focus groups, background research, data analysis and presentations. Wrote multi-year AIDS housing plans outlining housing production goals, funding sources and supportive services delivery mechanisms.
  • Trained AIDS service organizations and low-income and special needs housing providers on federal and private housing funds and provided project-specific technical assistance.
AIDS Services Unit Coordinator Minnesota Department of Health 1989-1995
  • Led the unit of state government responsible for planning, developing, implementing and evaluating programs and services designed to meet the needs of persons with HIV/AIDS.
  • Authored Minnesota’s first plan for AIDS services and developed and evaluated strategies to improve the state's continuum of AIDS health care and social services.
  • Reported to the State Legislature and staffed the Commissioner of Health's Task Force on AIDS and the Minnesota Interagency AIDS Financing Committee.
  • Created systems to allocate $2.8 million in federal and state funds to 40 community-based providers, including requests for proposals, contract negotiations, program evaluation and fiscal and programmatic administration.
  • Supervised the professional staff of the HIV Services Unit and served on the senior management team of the AIDS/STD Prevention Services Section.
Executive Director AIDS Council of Western Virginia 1986-1989
  • Founded and directed six affiliated AIDS Service Organizations providing direct services, case management and prevention education to the residents of 29 rural Virginia counties early in the AIDS epidemic.
Public Affairs Coordinator Planned Parenthood, North Carolina 1984-1986
  • Established public affairs strategies and public education campaigns in the area of reproductive health. Lobbied on behalf of Planned Parenthood at the local, state, and federal level. Staffed the NC Coalition for Choice, a 10,000-member advocacy organization.

  • Policy and speechwriting for state and local campaigns including Jim Hunt for Senate (NC 1984), Mario Cuomo for Governor (NY 1982).
